-Those that aren’t fully human must declare as such on any documentation that requires it.
-Harming/harassing the elderly, disabled (physically, mentally, or emotionally disabled), the sick and injured, and anyone under the age of adulthood, no matter their species, will be a criminal offense and such actions are illegal. The waiver will not apply to these special groups. Offenders will be either arrested and/or have a bounty out for their capture, dead or alive. Provoking such actions in others to harm/harass oneself or others with the threat of arrest will forfeit your rights to this law.
-Necromancy and Divination must be contained within the city. If incidents occur outside Everglade as the result of Necromancy within the city, then the perpetrators will be caught and extradited to the city affected where they will face charges. It must not infringe on the rights of the citizens of Everglade.
-Only residents of 3 months are more are permitted to use necromancy or divination; visitors are subject to arrest.
-To deal with the lack of humans for those with particular dietary needs, Everglade will work with prison systems to extradite death row inmates to the city and carry out their death sentence there. This will not only cut expenses for other cities to carry out death sentences and burial rights, but it will be an effective way of providing resources to Everglade while reducing crime against humans, and alleviating the need for space in prisons. Everglade will also work with blood banks within other cities to assist with providing blood needed to sustain those that require it for survival. An allotted amount will be given within a certain period of time and not exceed what is necessary for life. Current blood banks within Everglade will receive increased security.
Description
While this place might look similar to its sister city Attleton, it definitely doesn't feel similar. People are more guarded and wary, and only a fool would wander around at night on their own. The streets seem to always be foggy at night, the mist pierced only by iron street lamps that sometimes flicker when danger is near. There are occasional street benches, and the trees that were probably meant to look inviting have grown tall, old, and gnarled. Most people you meet on the streets are ordinary people, but looks can be deceiving. Ghosts, vampires, werewolves...all these things and more lurk in Everglade, and it's best to tread with caution. The town itself is mostly safe, but crossing the covered bridge that stretches over the murky and muddy river leads to what must have been Everglade's original site once upon a time, before it was abandoned to the haunts who now claim it for their own. Houses on this side range from rickety shacks threatening to collapse, to dusty elegant mansions choked with ivy.
Cultural/News Updates Made In-Game: Long-term turmoil from characters not respecting non-humans has caused quite a volatile atmosphere. Former City Guardian Ted Satchel banned necromancy and divination from being used in the court without notification to the citizens, resulting in a lot of conflict and 'undead rights' activists speaking up. The laws were repealed by former City Guardian Fai Fluorite when he took office, but the mayor fell under the thrall of one Vlad III Tepes and the "night law" was instituted, meaning that any human out after nightfall was allowed to be murdered by creatures of the night. Later with little explanation, the mayor changed his position and stated that any non-humans can hunt for food but not for sport at any time and humans are welcome to self-defense kills but not hunting for sport/vengeance/other reasons. This created stress in the community given his previous stance, but has overall not been increasing crime rates. Releasing all the criminals from prison and expunging their records, however, has. Humans versus creatures of the night tensions had risen for so long that eventually City Guardian Grell Sutcliff was elected and her new policies became the talk of the town, and the mayor and acting mayor have both been replaced by Mayor Cobblepot, Guardian Sutcliff's former deputy.

Black Market
Most sales locations for the black market are not marked. You must present a specific password to one of the 'strange merchants' hanging around town now who only seem to have sales carts but charge exorbitant amounts for daily items. After the darker side of people seems to have taken hold in Everglade, a lot of the items you can only purchase at the black market are now fake papers, blood, or whatever else you need to fake a non-human lineage- but they're certainly not cheap. There's also a chance you'll wake up somewhere with a scar and minus that spare kidney of yours...
City Hall
An old but grand building, city hall has a nice Renaissance-style architectural design, though all windows are covered with blackout curtains to help its more solar-sensitive employees get through the day. Please do not open the curtains, thank you.
Cloak and Dagger - Owner: Soma Cruz
Spell and spell components shop, complete with filled out and empty black books, wands, daggers, charms, potions and various methods of magical protection and magical attacks. Cauldrons, rings, enchanted broached and necklaces of all kinds, as well as the occasional flask of holy water and silver knick nacks.
Edible Alternatives - Owner: Grell Sutcliff
A small meat shop specializing in meats for those with alternative diets. SPOILER: it's mostly human meat. More information.
Edible Arrangings
In an effort to avoid copyright, this is definitely not Edible Arrangements. However, they do sell arrangements of food carefully skewered and turned into a lovely bouquet of colors. Whether it's fruit, meat, cheese, or candies, you can either select one of the pre-made bouquets for your loved one or create a custom bouquet for a little bit more. Select chocolate-covered options on check-out. Need a special diets accomodation? Call ahead to pre-order.
Everglade Sheriff Station
The home base for the City Guardian and their deputies. The station is an old brick building at the center of town and is usually open at all hours with the front desk manned by one of its staff. Inside is the office, the "drunk tank" consisting of a few cells inscribed with magic circles and runes to keep spellcasters from casting and spooks from spooking. In the basement is the lockup, a large room set aside for storing confiscated materials ranging from cursed objects to black magic wielded both by serious threats and dumb kids who got in over their heads with a back alley purchase from Mystic's Alley. These objects are kept under lock and key, the key being kept with the City Guardian. The police force also operates out of an adjacent office building with a large garage of old-fashioned police vehicles to get around town.
E-X-Terminators
E-X-Terminators are the people you want to call if you want your house free of pests. They'll get rid of any unwanted guests, be they bugs, rodents, fungi, or something of the more ghostly sort (as long as you were there first). "E" is for Everglade, and "T" is for Terminator!
Holy Diver - Owner: Gale Reinhardt
The sister location of After Life and Hangar Queen, Holy Diver is a 24 hour night club located in a renovated old church. The top floor has the main bar area and dance floor with the old pews converted into various booths while the basement area, labeled "Heaven's Gate", is an all hours strip club for adults. The bar has a suggestion box for the club to help accommodate those of more "alternative" tastes. Employees get half off of all food and drink prices. More information.
Fog Caverns
There are a number of caves that are only accessible through the water. It should be noted that there is zero visibility the majority of the time because it is extremely foggy. There are sometimes strange noises within. Some people report having swum into it, then hearing a mysterious song before passing out and waking up in Everglade's medical facilities. It doesn't appear fatal, however.

The Lowerarchy
Demons, Devils, and Tempters are never far from their hosts. True, some of them take physical form and wreak random violence. Others, however, prefer a more subtle approach. This seedy tavern has a secret entrance to what appears to be another plane for monsters and beings with dark hearts to congregate, conspire, and file their paperwork. The hellishness of workplace politics combined with the ruthlessness of making a sale. Or in this case, damning a soul. Those not actively seeking to bring their "clients" ever downward spend their leisure in endless autobiography. All serve their Father Below, who loves nothing so much as Himself. Guard your hearts should you come near this hell, lest they dine on your sinful soul.
Mystic's Alley
A bright and gaudy avenue with too many neon lights, where the fortune tellers and self-proclaimed diviners have set up shop. There's palm reading, crystal ball fortune telling, tarot specialists, and dream interpreters all promising their services to help people glimpse into the future. Make no mistake, though, they're all charlatans. ...Or are they?
Periodicals and Paperbacks - Owner: David Haller
It's a smaller bookstore with a very cozy feeling to it. It matches Everglade well and looks like the sort of shops where you find hidden gems. There are books pertaining to the occult and then a few others topics that Levy thought might do well in Everglade. She has a sign that reads 'Book Hunters Available' advertising their book hunting service. There is a small room in the back in case any of the employees are stuck at the store after dark.
The Rabbit's Foot
If someone really plans on living here or exploring the area, then this creepy little shop is an essential stop. All kinds of spirit-warding items are for sale, such as salt, iron shavings, crystals, charms, pretty stones, etc. The shop is run by a grizzled man who's never heard of the word 'barber shop', and one of his eyes has gone milky white. Nonetheless, he seems to know his folklore, and can sell the proper weapon or charm to combat any supernatural terror for a price.
The Red House Foundation - Owner: Grell Sutcliff
A non-profit foundation set up to serve the needs of the people by providing hot meals, a place to sleep, and educational classes to be taken at the residents' discretion. More information.
Speak Easily
A speak-easy style bar that you have to have a password to get into. Password will not be given to known law-enforcement and it changes weekly. Humans might get let in without a password, but it's usually because the clientele misses the hunt. (Humans should not expect to get out alive from this establishment without a present non-human to assist.)
Tartarus (Guild)
As there is no Magic Council or equivalent in Genessia, it's officially listed as a 'guild,' much like Fairy Tail; therefore, the designation of 'Dark Guild' is rather irrelevant. Requests for the guild can be left with the Lowerarchy's innkeeper, but there's no guarantee they will be accepted. Prospective clients will never be referred to the guild headquarters by the innkeeper.
Accessible from the Lowerarchy's basement, the guild headquarters, while not nearly as extravagant as Cube, was constructed by the Celestial Spirit Virgo as a favor to Zeref. It is a series of furnished catacombs beneath the the city, isolated via magic from the rest of the city's subterranean systems, with light being provided mostly by candles, lanterns, and 'magical' lights powered by Curse Power. The walls, entrance, and internal corridors have been enchanted by Zeref's magic, allowing them to be manipulated by Marde Guille's 'Alegria' curse as a defensive countermeasure to attempts to invade.
Tartarus chose the location of their base of operations as a way to 'hide in plain sight,' using the demonic presence of the Lowerarchy to mask their own presence. After Kefka's attacks, its entranceway is filled with petrified monsters and it is no longer a business so much as a place for a couple of people to lay low.
Torchwood 2.0, Haunted House & Eatings
Torchwood (2.0) is a multiservice resource development center that provides Everglade with advancements in culture such as entertainment, technology, and culinary arts. The resource center is a front for a jack-of-all-trades style investigative team that helps solve mysteries within Everglade that do not fall under the jurisdiction of outright criminal activity or have otherwise been side-lined by the criminal justice system. Torchwood is located on the top floor of an unassuming office building in Everglade and ships its resources and wares out to other businesses so as to avoid becoming an actual shop front. This allows them to focus on its primary agenda to assist pendant-owners acclimate to their new surroundings.
Undead and Deceased Civil Rights Movement Headquarters
After the ban on necromancy, many of the undead and deceased residents banned together to form a civil rights movement. This is their headquarters, where they plan protests and other movements to attempt to protect and get their rights back.
Wonderland
An old, formerly abandoned one-story building int he woods of Everglade. Now painted black with white stripes and has makeshift spotlights all around the building itself. (A character-created location but not a business. More details.)
Old Everglade
Old Everglade is a largely abandoned portion of Everglade that's known for being cursed, dangerous, and unlivable. Occasionally people wander in, but they don't always wander out. It's mysterious and largely inhospitable. For the most part, it's just dangerously decrepit housing at this point, but here are some notable locations otherwise:
- -Isle of Doll: Across a bridge of seals is an island cordoned off from the rest of even Old Everglade known as the Isle of Doll. This is a small island filled with hundreds of abandoned dolls, all lining the edge of the island. They move in jerky, rickety movements as if they should not be moving at all. After the Your New Best Friend event, this island is once again sealed off from the public with a number of warning signs NOT to approach.
-Monosteory: This huge monastery is filled with what can only be described as the skeletal remains of tens of thousands of dead, skulls and bones decorating every room. The high ceiling of the monastery contains hundreds of bones from sentient species- human and monster alike, pinned together into an elaborate chandelier. Family crests are formed with the bones of their family members, elaborate artwork is made from each and every bone. If you dare enter this sanctuary, you'll find what appears to be a guestbook of deceased individuals- the guest book is the names of all of those whose bones are used in the structures of the church. It is said that signing your name will ensure that your remains are lain to rest in this monastery, joining in the reverential decor. A spiritual guide (both spiritual and a spirit) will surely take your remains. Written in smaller bones above the altar, the message "Dare not disturb the rested or all will haunt you." For the most part, it looks like it's a very creative cemetery, but if you stumble into a room that looks as though it's a sealed door, they will find a number of bones leading up to a very special pedestal, the top of pedestal holding a deep violet stone. Written on the door in an ancient language, it states "Do not disturb. The only place it is safe is with the dead. Woe to those who would take this Stone of Sorrow." Please notify a moderator if the Stone of Sorrow is taken. This is a cursed item and will enact the following consequences: All those who hold the stone will be cursed with horrific luck, leading to seemingly coincidental near-death experiences until death is achieved.

Castlevania - Activated by Dracula
Built on a cliff and surrounded on three sides by a lake far below the castle, the dread castle of Dracula looms, seemingly constantly silhouetted against the moon. There is only one path into the castle, and framed on both sides by dense forest, where light refuses to linger. Beyond the drawbridge that serves as an entrance, is a courtyard. Vast, open, and desolate. There are a couple of fountains that are falling apart and have run dry long ago, drawing the eye to the entrance of the castle proper. Within the castle itself, one can find many distinct areas. A vast library that takes up several stories with shelf upon shelf of books, a chapel with an uncharacteristic calm and reverence to it, an alchemy laboratory that houses practically any kind of chemical and beaker an alchemist could need, and so on. However, the Castle itself is a part of the soul of its lord, and to mirror that, the layout of the castle is never the same two times in a row. More information.
Lawrence, Kansas - Activated by Dean Winchester
Phantomhive Manor - Activated by Sebastian Michaelis
Phantomhive Manor and the surrounding estate property, which includes the courtyards, the gardens, the fountain, the furniture inside, the gardens, the surrounding forest with the animals, and the stray cats. More information. While the manor was originally opened by Sebastian for his master Ciel Phantomhive, it has since been taken over by Grell Sutcliff and nicknamed "The Rose Estate."
Soul Society - Activated by Rukia Kuchiki
An afterlife realm where beings called shinigami reside, along with the souls of the deceased. Soul Society's center contains the Seireitei, which closely resembles feudal Japan in terms of architecture and hosts the shinigami's Gotei 13 military squads. More information.
